Government Registration

Sanitary Government Registration (SGR) — confirms that products conform to the sanitary requirements of the Single Customs Union (Russia, Belarus and Kazakhstan) and are safe for human health. The registration is valid for the indefinite period and acts on the territories of the three Customs Union countries (Russia, Belarus and Kazakhstan) simultaneously.

The main groups of goods which are a subject to Sanitary Government Registration (SGR):

1. Mineral water, bottled drinking water, tonic drinks, alcoholic beverages, including low alcoholic products, beer.
2. Specialized food products, including baby food, food for pregnant and lactating women, products of dietary nutrition, food for athletes, biologically active food additives, raw materials for production of biologically active food supplements, organic products.
3. Foods produced using genetically modified (transgenic) organisms, including genetically modified micro-organisms.
4. Food additives, complex food additives, flavourings, vegetable extracts as flavour substances and raw materials, starter cultures of micro-organisms and bacterial starter cultures, technological aids, including enzymes.
5. Cosmetic products, aids and products of oral hygiene.
6. Disinfectants, pest control aids and deratization aids
7. Household chemicals.
8. Potentially hazardous chemical and biological agents, and products manufactured based on these agents that are potentially dangerous to humans.
9. Materials, equipment, devices, and other technical tools of water preparation for use in drinking-water supply.
10. Personal hygiene products for children and adults; products for children of up to three years of age: kitchen utensils and products used for child nutrition, hygiene items for child care, clothing for children
11. Articles intended for contact with food products (except for cookware, tableware, technological equipment).

In general, the Sanitary Government Registration shall be imposed on the controlled goods imported into the territory of Customs Union which are included in a «SINGLE LIST of GOODS» and are a subject to Sanitary-Epidemiological Supervision (control) at the customs border and customs territory of the Customs Union.
