Sanitary-Epidemiological Conclusion (SEZ)

ATTENTION! Sanitary — Epidemiological Conclusions (SEZ) are no longer issued. The existing Sanitary — Epidemiological Conclusions (SEZ) are valid until 31-12-2011.
As of the 31-12-2011 the Sanitary — Epidemiological Conclusions (SEZ) and in some cases Gost Rs will not be accepted despite the validation date.

There have been major changes in the system of certification in Russia. The changes took place earlier last year.

The Gost R certificate for some products has been replaced by the Declaration of Conformity (DoC). The Doc is issued strictly in the name of the company registered in Russia. It has a validity term of 1–3 years.

The Sanitary-Epidemiological Conclusion/Hygiene Certificate (SEZ), which used to be valid for 5 years, is now replaced by the Sanitary Government Registration (SGR). This document is valid indefinitely, for a life time of a particular product or group of products.

SGR is issued STRICTLY in the name of the actual manufacturer stated on the label; therefore, the SGR can be obtained it in their name ONLY. Attested copies of SGR can then be forwarded to as many distributors or customers in Russia as required. The manufacturer becomes a unique holder of SGR and can freely choose their partners/distributors on the territory of the new Customs Union: Russia, Belarus and Kazakhstan.

In order to obtain new forms of registrations on time — Certificate of Sanitary Government Registration, or Declaration of Conformity, or both — it is necessary to proceed with registration/certification in advance. Due to massive demand it is projected that an overload may be generated at «ROSPOTREBNADZOR» throughout the second part of 2011. The manufacturers who fail to obtain new forms of documentation on time will not be able to sell their products in Russia, Belarus and Kazakhstan from the 31-12-2011 until the registration is completed.
